Sir,
I am directed to inform you that His Excellency the Governor proposes to suspend you from the exercise of the functions of your office as District Inspector on the following grounds:-
(a). Receiving from the Wuk On Firm or Shop of No.209, Des Voeux Road Central, 1st floor, a monthly sum of $20 from May to December, 1905, both months inclusive. Copies of the entries of such sums in the books of the said Wuk On Firm or Shop are enclosed together with translation of those entries.

On or about the 10th day of June, 1908, receiving from the said Wuk On Firm or Shop the sum of $10. A copy of the entry of such sum in a book of the said firm or shop is enclosed together with a translation of that entry.
Obtaining from the Tin Heung tea-house, No.11, Bonham Strand East, the following articles on the following dates without paying for them:-
One dozen beer on the 12th of April, 1905.
One dozen beer on the 30th of June, 1905.
One dozen beer on the 14th of September, 1905.
One dozen beer on the 4th of October, 1905.
One dozen beer on the 11th of October, 1905.
Copies of the entries of these articles in the books of the said Tin Heung tea-house and of translation of such entries are enclosed.
On two or three occasions about July and August, 1905, obtaining from the Ho Hop egg shop, No.10, Wing Sing Street, a quantity of eggs at the rate of 10 cents a dozen, the market price then being 15 cents or 18 cents a dozen.
Demanding from one Tsang Tim of No.9, Third Street, 1st floor, a sum of $40 about the end of the 4th Chinese moon of this year (May, 1908).
I am also to instruct you to state in writing the grounds on which you rely to exculpate yourself from these charges and to require you to furnish that statement to me by noon on Wednesday, the 5th day of December next.
